Ireland is in the grip of a serious childcare crisis which has been allowed to continue for far too long.

Parents are not only struggling to afford childcare but they are also struggling to access it at all.

No homeowner or child caused this crisis, yet they are the ones that are carrying it. We are told the scheme is improving, we are told progress is being made, but uncertainty is still in people’s homes. It is still at the kitchen table, and it is still in their lives.

I ask one ...question: who is carrying the uncertainty? It is not being carried in here.

This motion is about the State making decisions about people’s homes in circumstances where its own technical standard accepts the science is not fully developed in certain cases. These decisions determine remediation, housing security and the level of uncertainty families are left carrying for ...decades.

At the centre of this is a simple question: when the science is not complete and the State must still act, who carries what remains unresolved? Is it the State or the homeowner?

I welcome that the Minister for Health has signed off on the end-to-end review for funding of new drugs in Ireland, but we have said many times that for children suffering from Duchenne Muscular Dystrophy, time is muscle, and children with DMD face blatant inequality under the current system.

I cannot help but feel disappointed when I look at this Bill, the original Occupied Territories Bill has been diluted to the point where it is ineffective.

The Government’s decision to exclude services from the Bill is devastating and means the Bill loses any sort of meaningful impact ...and accountability. There is no legal justification for this. The decision appears to be purely political rather than actual legal necessity.

Yesterday in Jackson’s Hotel, I met family carers from across Donegal and heard first-hand about the struggles they face caring for their loved ones.

Having worked as a healthcare worker before becoming a TD, I know how demanding, skilled and important caring for another person is.

What is wrong is that when care is provided by a family member, often 24/7, that work is still not properly recognised — despite family carers saving the State billions every year.

The State funds professional and private care services, yet families providing that same essential care at home can face means-testing and financial insecurity.

The means test for Carer’s Allowance should be abolished. Family carers deserve proper recognition, dignity and social protection.

As a Donegal TD, I will continue to be a strong voice for the families who do so much, often without recognition.

The State recommended an external wall remediation only in a home where an internal wall was already cracking and carrying specialist hoist equipment used every day to lift and move a paralysed woman.

The family were then refused access to see the full technical report so as to understand... whether it was a safe decision to only give outer lead remediation.

The shortage of bus drivers in Ireland isn’t simply about a lack of people willing to do the job, it’s also about a system that makes it far harder than it needs to be to become a qualified driver and get behind the wheel.

We need more drivers, yet the process can be slow, complicated ...and expensive, with unnecessary barriers putting people off before they even get started. At a time when public transport is already under pressure, surely it makes sense to make the pathway into the profession simpler, faster and more accessible.

Less red tape! Better training pathways. More drivers. Better public transport.

My question is simple: what safeguards are in place to ensure no other person in the defective concrete scheme will be told they have secured full remediation only for the decision to be withdrawn the next day as an administrative error?

People with disabilities are €1,400 a year worse off because of the removal of essential supports in Budget 2026. These supports must be restored in Budget 2027.

The risk of poverty rate has risen to 24% for disabled people. This compares with a rate of 10% for non-disabled people.

I welcome the news that the flood defences in Raphoe have been given the green light.

This is an issue I have consistently advocated for, given the devastating impact flooding has had on families, homes and businesses in the town.

The approval of this €12 million scheme, which ...will protect 387 properties, is a significant step forward. I will continue to press to ensure that the works now progress as quickly as possible and that the people of Raphoe see the protection they have waited far too long for.
