Step 1: Who Can Apply

Portal Status: Pre-Application
Check if your home is eligible. Currently open in Donegal, Mayo, Clare, Limerick, and Sligo. Applicants must live in the home or have one RTB-registered rental property (registered on or before 1 November 2021). Joint owners should nominate a lead applicant.
Required Documents: None at this stage. Keep notes/photos of cracks.

Step 2: You Notice Cracks

Portal Status: Observation Stage
Observe cracks, damp, sticking doors/windows, or other structural changes. You are not expected to diagnose.
Required Documents: Photos of cracks and notes on when they appeared.
Tips: Timestamp photos, keep a folder of all images and notes.

Step 3: Get Professional Advice (BCA)

Portal Status: BCA Required
Arrange a Building Condition Assessment (BCA) with a registered engineer, architect, surveyor, or building surveyor.

Step 4: Your Application

Portal Status: Application Submitted
Upload BCA and supporting documents via the Donegal DCB Portal.
Required Documents:

  • BCA report
  • Proof of identity (passport or driver’s license)
  • Proof of residence (utility bill, lease, or RTB registration)
  • Property Tax Certificate (Revenue MyAccount)
  • Tax Clearance Certificate (Revenue Tax Clearance)
    Tips: Keep screenshots of submissions and confirmation emails.

Step 5: Your Application Reviewed

Portal Status: Under Review
The council checks documents and forwards your application to the Housing Agency.
Required Documents: As submitted. Respond to any request for further information.
Tips: Keep copies of all communications; record phone calls or emails for reference.

Step 6: Understanding Your Assessment

Portal Status: Assessment Stage
Housing Agency decides if your home meets the damage threshold. Options include full rebuild, rebuild external walls, or re-render affected walls.
Required Documents: BCA report and any additional evidence requested.
Tips: Ask your professional to explain remediation options and grant amounts.

Step 7: Your Next Decision / Appeal

Portal Status: Decision Pending
Accept the remediation recommendation or appeal using the Schedule 15 Notice of Appeal.
